Description: Right-hander Chad Billingsley has signed a one-year deal with Philadelphia. Insight: Billingsley (torn flexor tendon) has made just two starts in two years. Given the team he\'ll be playing with, it\'s hard to expect him to amass a high win total and his WHIP and ERA don\'t figure to be elite in the Phillies\' hitter-friendly ballpark. It would probably be best to stay away.
